Money transfer software for payment institutions in France

In France the simplified PI authorisation is closed to money remittance, so a transfer service needs full ACPR authorisation. Come to the file with a platform that shows where every euro sits between sender and recipient.

Money Transfer · Payment institution (établissement de paiement)

What an ACPR-authorised PI can run

Transfers to family abroad

The customer picks the country, sees the fee, the rate and the amount received, then confirms. Regular recipients stay saved for next time.

Payouts for businesses

Payment files to suppliers, sellers or temp workers, uploaded or sent by API, with two-person approval before release and tracking line by line.

Payment accounts for transfers

Accounts with IBANs for customers who send often. Funds stay there only as long as it takes to execute orders and never become e-money.

FX at the moment of sending

Margins and fees set per corridor and customer segment in price lists your team adjusts without development work.

Thresholds and a review queue

Limits per customer and per corridor. Above them, the order waits for review in the back office before the money leaves.

What this licence does not cover

  • Money remittance under simplified authorisation. The ACPR excludes it from that regime whatever the volume.
  • E-money or reloadable prepaid cards, which need an EMI authorisation.
  • Deposits or interest on balances.
  • Credit funded by customer money. A PI may only lend within the narrow scope allowed alongside its payment services.

Dates to plan around

Rules that change what you have to build, in the order they apply.

  1. 30 Dec 2024

The recast regulation on information accompanying transfers of funds applies: full payer and payee details on every transfer.

  2. 9 Oct 2025

Every euro area PI checks, on each credit transfer, that the payee's name matches the IBAN before the payer confirms.

  3. 9 Apr 2027

Euro area PIs that offer euro credit transfers must send and receive them instantly.

  4. 10 Jul 2027

The AMLR applies, with common due diligence rules for occasional transactions such as one-off transfers.

  5. To be confirmed

PSD3 and the Payment Services Regulation await publication in the Official Journal. Their rules apply about 21 months after entry into force, with existing PIs' authorisations reviewed.

Applying to the ACPR as a payment institution? Name us in your file.

From the first presentation meeting, the ACPR expects a flow of funds diagram and the names of the external providers you plan to use. We give you a platform that makes those flows concrete and write the technical annexes of the file with you.

Talk to us about your application

Money Transfer

How a launch usually runs

A team in Marseille wants to launch a money transfer service to North and West Africa. Because money remittance rules out the simplified route, it goes straight for full PI authorisation. For the ACPR presentation we set up an environment that follows an order end to end and produces the flow of funds diagram, foreign accounts included.

During the review, the team sets limits per corridor and rehearses the safeguarding reconciliation on test data. After authorisation, euro transfers go out over SEPA Instant and other currencies over SWIFT through a connected provider. A network of partner shops later joins as agents, once registered with the ACPR.

FAQ

The questions teams ask us before a first call.

Not covered here?Bring your question to a demo with our team.
Can we run money remittance under simplified authorisation?
No. According to the ACPR, simplified PI authorisation requires average monthly volume under EUR 3 million and no money remittance. It also gives no EU passport.
How much capital does a French remittance PI need?
EUR 20,000 if you only do money remittance, EUR 125,000 once you hold payment accounts and execute transfers from them. Our ACPR guide lists the tiers.
How long does the review take?
The ACPR decides within three months of a complete file. Under its Fintech charter, it sends requests for clarification within three weeks of receiving an incomplete file. The real duration depends a lot on the quality of the first submission.
How do we safeguard customer funds?
Article L.522-17 of the Monetary and Financial Code allows two methods: a separate account at a credit institution, or insurance or a guarantee. The platform shows funds in transit per order, and your finance team owns the reconciliation.
Can we work with agents?
Yes. Agents of payment service providers are registered with the ACPR before they start, and you stay responsible for their AML duties.
Does the platform screen against sanctions lists?
No. It feeds transfer and customer data to the monitoring and screening tool you choose. Decisions and reports to Tracfin stay with your AML officer.
