Money Transfer

Malta · Financial institution (payment services)

Money transfer software for payment institutions licensed in Malta

The MFSA expects a Maltese PI to fix any safeguarding reconciliation break on the same day and to have its safeguarding audited every year. That only works if every transfer is recorded cleanly from the moment money arrives to the moment it leaves.

  • Remittances and B2B payouts
  • SEPA, SEPA Instant and SWIFT
  • FX spreads per corridor
  • Transfer records built for reconciliation

What a Maltese PI can run on the platform

Money remittance

Customers send money abroad from a web or mobile app, choose how the recipient is paid and see the exchange rate locked before they confirm.

Supplier and partner payouts

Business clients pay invoices in other currencies from an uploaded file or the API, with approval rules set per client.

Conversion at the time of sending

FX quoted from your price lists, with margins you set per currency pair and client segment.

Transfer templates

Saved recipients and payment templates for senders who pay the same people every month.

What this licence does not cover

  • Holding customer money as e-money balances. A PI keeps funds only to execute payment orders.
  • Paying interest on funds waiting to be transferred.
  • Placing safeguarded funds with another payment or e-money institution.

Applying to the MFSA for a payment services licence? Name us in your file.

Between in-principle approval and the licence, the MFSA gives you up to six months to meet the pre-licensing conditions, and a tested system is one of them. We help you have the platform ready and documented well before that window starts.

A remittance service run from Valletta

Suppose a team wants to serve the many workers from outside the EU who live in Malta and send part of their salary home each month. Their MFSA application covers money remittance, and the demo shows the full path: sender onboarding, quote, payment in, conversion and payout.

Euro transfers to other EEA countries run on SEPA from the start. Corridors to Asia open over SWIFT through a connected provider after its due diligence. Each evening the finance team matches the day's receipts and payouts against the safeguarding account, and the yearly audit draws on the same records.

FAQ

The Financial Institutions Act and the MFSA's Financial Institutions Rules. FIR/01 covers the application, and FIR/03 sets out governance, outsourcing, safeguarding and ICT requirements.

The Central Bank of Malta runs MTEUROPAY, which gives access to SEPA credit transfers and direct debits through STEP2 and is open to MFSA-licensed financial institutions. Many firms use a connected bank or provider instead. The platform works with the route you choose.

MFSA rules expect breaks to be fixed the same day. The platform records every transfer with its status, so your team can find the payment behind a difference quickly.

We found no small PI waiver in the Financial Institutions Act, so check with your lawyers and plan for the full licence. Capital starts at EUR 20,000 if you offer money remittance only.

The MFSA must decide within three months of a complete application, but the Statement of Intent comes first and pre-licensing conditions can take up to six months after approval in principle. The platform itself can be configured in as little as 10 business days.
