What a Dutch EMI can offer its customers

A Dutch-language e-money account

Sign-up, identity checks, IBAN and card in one mobile flow, with Dutch and English screens and your own terms per language.

Instant transfers by default

Outgoing and incoming euro payments over SEPA Instant, with the payee name check result shown to the customer before they send.

Cards with controls in the app

Virtual cards issued on sign-up and turned into plastic on request, with limits and freezing in the app. You contract the issuer.

Shared and business accounts

Accounts with several users and approval rules, for freelancers (zzp'ers) and small companies.

Spending pockets

Vaults for setting money aside, kept as e-money and never presented as savings with interest.

What this licence does not cover

  • Interest-bearing savings or deposits. E-money balances fall outside the Dutch deposit guarantee scheme.
  • Consumer credit from customer funds.
  • Acting as an iDEAL issuer without your own agreement through Currence. The platform does not run iDEAL itself.

What the regulator asks about your IT

Each requirement, what the platform gives you for it and who owns it after launch.

Back office roles for both policymakers, so decisions on customers, limits and incidents are made and logged in the Netherlands.

You

Editable app content, fee tables and notifications, so your team controls what customers see in each language.

You, with your lawyers

A customer ledger that reconciles to the safeguarding account, with daily exports.

Your finance team

Two-factor login and payment confirmation in web and mobile apps.

Crassula

Onboarding questionnaires by client type and identity checks through connected providers.

Your compliance officer

Architecture, hosting, subcontractors and exit terms for your ICT policy and register of information.

Dates to plan around

Rules that change what you have to build, in the order they apply.

28 Jun 2025

The European Accessibility Act applies to consumer banking and e-money apps. Dutch customer apps launched or updated after this date must meet it.

9 Oct 2025

Dutch EMIs that send euro credit transfers must offer verification of payee.

Jan 2026

iDEAL started appearing as iDEAL | Wero. The iDEAL brand is due to be phased out by the end of 2027.

9 Apr 2027

Customers of a Dutch EMI must be able to send and receive instant euro transfers.

Around 2028

PSD3 is expected to apply, bringing e-money under the payment institution licence.

DNB offers a pre-application meeting, and the AFM-DNB InnovationHub takes questions on new business models. Coming to either with a working app makes the conversation specific. We then write the technical parts of your application with you.

An Amsterdam launch, in practice

Consider a team building an account for freelancers in the Netherlands who want their income and tax reserve in one app. They meet DNB before filing and show a Dutch-language app with a business account, a pocket for VAT and a virtual card.

Safeguarding runs through a stichting derdengelden with accounts at a credit institution, which the team proves in the application. After the licence they launch with SEPA Instant and cards. Accepting iDEAL payments for their customers' clients is handled through an iDEAL acquirer they contract separately.

FAQ

De Nederlandsche Bank grants the licence and supervises prudential matters. The AFM supervises conduct, such as information to customers, complaint handling and users' PSD2 rights.

DNB requires at least two policymakers who determine day-to-day policy and work from the Netherlands. It is about where they work, not a residence rule.

Very. iDEAL was used for 71% of Dutch online purchases in 2025 and is being co-branded as iDEAL | Wero. PIs and EMIs can become iDEAL issuers or acquirers through Currence. The platform does not process iDEAL, so plan it as a separate agreement.

Three months from a complete application, and the clock stops while DNB waits for answers to its questions. Preparing a complete file, safeguarding included, is what saves time.

EUR 350,000. You prove it with a deposit statement from a bank, which does not have to be Dutch.

That is your choice. ClearBank Europe, a Dutch credit institution, provides operational and safeguarding accounts to Dutch EMIs, and you contract with it directly.
