Digital banking for e-money institutions authorised in Ireland

Since March 2026 Irish EMIs work under the revised Consumer Protection Code, and the Central Bank reads an application with the retail customer in mind. Put a branded app in front of that customer, backed by account and card logic your Dublin team controls.

  • Branded consumer and business apps
  • Fees and terms shown before customers commit
  • SEPA Instant with payee name check
  • Cards via the issuer you choose

What an Irish EMI can launch for its customers

Personal e-money account

An account opened in the app with an IBAN, a card and real-time notifications for every payment in or out.

Clear pricing inside the app

Fee schedules loaded from your price lists and shown at the point of payment, so customers know the charge before they confirm.

Business accounts for Irish SMEs

Company onboarding, several users with separate permissions, batch payments with approvals and saved suppliers.

Mobile banking app with a branded Visa card added to Apple Wallet
Mobile banking app home screen with balance, Add money and Send buttons

Direct debits for household bills

SEPA Direct Debit mandates customers can view and manage in the app.

Debit and prepaid cards

Virtual cards at sign-up, plastic later, with in-app limits, freezing and card top-ups from the account. The issuing agreement is between you and the issuer.

What this licence does not cover

  • Deposits or interest. E-money is not covered by the Irish deposit guarantee scheme, and the app copy must say so plainly.
  • Lending of any kind paid for with customer balances.
  • Running the business from outside Ireland. The Central Bank expects the mind and management of the firm to sit in Ireland.

Preparing a Central Bank of Ireland EMI application? Name us in your file.

The Central Bank runs authorisation in three stages and asks for a Key Facts Document before the pre-application meeting. We help you describe the technology in that first document and show the working app when the assessment starts.

01

A platform you can demonstrate

A configured environment to show the regulator, not slides.

02

The technical part of your application, prepared

IT systems, customer authentication, operational resilience, DORA and outsourcing sections, in line with the Central Bank's guidance note on PI and EMI applications.

03

Providers lined up

Banking, safeguarding and KYC providers from our network, matched to your licence.

A Dublin consumer app, start to launch

Picture a team building an account for people who have just moved to Ireland for work and need an IBAN before their first payday. They send the Central Bank a Key Facts Document, meet for the pre-application meeting and then file, using the demo app to show onboarding, fee disclosure and complaint routes.

While the Central Bank assesses the file, the team reviews every app screen against the revised Consumer Protection Code and tests SEPA Instant with payee name checks. After authorisation they launch in Ireland first, then passport to other EEA countries where their customers come from.
